Burlington, NJ- Rothert & Co. 25¢ May 2, 1861 Wait-UNL PMG About Uncirculated 53, POCs . Printed in blue ink. Eagle at center. We believe that the issuer is Rothert & Co. for this scrip that is unlisted in the George W. Wait tome, New Jersey’s Money. This is only the second example of this merchant’s scrip that I know of.  The other piece was another 25¢ payable “in merchandize” that was printed in brown ink and has the same markings on the reverse, and is missing the top and bottom left corners.  
This note design appears to be from a series that was used by multiple firms in the Burlington, NJ area. The fact that the census records have a decade long cycle between enumerations does not help the attribution effort. PMG mentions the usual POCs as well as faint evidence of previous mounting.
